The Internet Content Selection Platform (PICS) developed by the World Wide Web Consortium (W3C) is one such system. 1 PICS was originally developed to protect children from Internet content that parents found objectionable. It is the infrastructure for assigning descriptions (so-called tags) to documents and websites on the Internet. PICS can accommodate any label word: several words are currently used, indicating age appropriateness or the presence of potentially objectionable content, such as offensive language or nudity. When a document is displayed to the user, the tag is usually invisible; if a PICS-compliant browser is used instead, the browser reads the PICS tag and determines whether the document in question meets the user’s viewing standards. If the document does not meet the user’s criteria, it will be blocked unless the user chooses to unblock it. As of December 1996, Microsoft Internet Explorer 3.0 is PICS compliant like many stand-alone filtering products. This approach to user empowerment has played a major role in the public debate in the U.S. and around the world about how best to protect children from objectionable content without imposing government censorship.
